So it was never really clear, but the Downside is like, not just a place you can go to normally right? Like it's not literally a big hole that you get stuck in but kind of a parallel mystical realm that's just way easier to throw people in than get them out of?

I figured it was just "Really far down" compared to the rest of the world, since they clip the wings of the birdfolk so they can't fly back up. Then again, it's the Commonwealth, they could just be doing it to be assholes.
